Turkiye’s Role Reversal Leaves Aid Vacuum in Syria

With more than 48,000 people killed in the Turkey-Syria Earthquake, over 123,000 injured, and 26 million requiring assistance, what happens when the reliable global aid donor, Turkiye–who has traditionally been among the first to provide emergency assistance in Pakistan’s and Iran earthquakes–must take a step back and deal with its own natural disaster? We witness a country like Syria, already alienated by its regime’s policies and sanctions, forced to wait as other countries debate on Syria’s governmental status, how to receive assistance, and through which channels. Consequently, the importance of non-governmental organizations, like the Syrian American Medical Society Foundation (SAMS), serves a vital role within the vacuum of supranational and governmental aid.

Established in the United States by the Syrian American diaspora health community, SAMS focuses on providing medical relief, food, and supplies as well as building health facilities. Humanitarian Diplomacy Paused

In an unprecedented role reversal, Turkiye is unable to provide the kind of humanitarian aid support previously seen in Somalia’s food assistance program and Afghanistan’s development aid. Since 2005, Turkiye has advanced a humanitarian diplomacy approach by increasing its foreign aid and emergency assistance from $178 million to $7.5 billion until the pandemic struck. Moreover Turkiye’s humanitarian aid strategy also includes hosting the largest refugee population in the world, which includes an estimate of 3.6 million Syrian refugees. Specifically, according to the World Bank, the total number of registered Syrians under Temporary Protection (SuTPs) stands at 2,225,147 Syrians who have fled the Assad regime’s policies. However, the February 6th pair of earthquakes of 7.8 and 7.6 in magnitude caused destruction and devastation most severely in Turkiye and Syria, thereby pausing Turkiye’s humanitarian diplomacy. Meanwhile, factors within the global community’s control, produced diplomatic delay over borders and compounded the devastation within Syria. Specifically, here is Syria’s devastation in numbers:

  • UN appeals for $397 million to address devastation in Syria
  • >6,689 deaths, according to Syrian Health Ministry
  • >14,500 injured, according to Syrian Health Ministry
  • 3.6 million children affected, according to the United Nations International Children’s Emergency Fund
  • 298,000 people were left without homes
  • 812 buildings demolished
  • 5,937 buildings damaged
  • Over 34 aftershocks

SAMS 10 Year Track Record

Since the Syria Crisis erupted 10 years ago, SAMS expanded its field operations from Syria to support the 6.2 million internally displaced population. Due to the growing number of Syrian refugees (5.6 million) SAMS expanded relief efforts into neighboring Turkiye resulting from the political conflict. Prior to the February earthquakes, the Syrian Crisis already claimed an estimated 500,000 lives.  Moreover, 4.1 million people were relying on humanitarian assistance to subsist, according to the World Food Programme.

Earthquake Impact Data

Images of the earthquake’s damage recirculate through social media. But they represent only slice of the devastation in Syria. Below are a series of statistics compiled from various sources to highlight the need for supporting relief efforts through organizations, like SAMS, which already was operating on the ground before Doctors Without Borders and the United Nations gained access into Syria. As of this writing, the World Health Organization’s Syria operations site has not listed statistics since 2019. As such, there is no clear reporting of how the Damascus-based operation is responding (or whether able to respond) to the earthquake stricken areas in northwest Syria. In contrast, WHO’s efforts are more advanced in Turkiye because Turkiye’s governmental authorities have cooperated for intra-state communication.

Arabic Press Release Responding to February Earthquake

تعمل الجمعية الطبية السورية الأمريكية (سامس) في سوريا و تركيا على الاستجابة الطارئة للزلزال المدمر الذي أودى بحياة الآلاف صبيحة يوم الأحد.أعاد هذا الحدث المروع انتباه العالم  على المناطق المنكوبة في سوريا، و لكن الحقيقة أن الوضع الإنساني  في سوريا كان يائساً  حتى قبل الزلزال.

أدت سلسلة من التحديات التي تواجه قطاع الصحة:صعوبة الوصول وفيروس كوفيد -19 وتفشي الكوليرا في جميع أنحاء سوريا إلى تدهور البيئة الإنسانية ، وتفاقمت هذه التحديات الآن بسبب هذه الكارثة الطبيعية المروعة. للتخفيف من هذه الأزمات المتفاقمة ، تدعو الجمعية الطبية السورية الأمريكية المجتمع الدولي ، بما في ذلك الأمم المتحدة ، إلى إعادة فتح جميع المعابر الحدودية بما في ذلك المعابر إلى شمال غرب سوريا ، مما سيزيد بشكل كبير من تدفق المساعدات الإنسانية والدعم إلى المنطقة.
